Slow Downloads/Unable to Download

For the last day I have either had really really slow downloads or not been able to download stuff at all. The download page comes up and the countdown timer starts, get to 0 and nothing happens. I click the button that says "Click here if the download does not start" and it just refreshes the page and the same thing happens.
