The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If you don't want to reinstall the whole game you can just reinstall the mods, delete all mods and addons you've added. If you don't know what files are default and mods, look at a video on YouTube. Once you've done that you can start adding your mods/plugins back in, this time only install 1 or 2 mods at a time to see what plugins doesn't work and what works.

I deleted all the files that weren't .rpf and then went and did a file validation on Steam just to get the files back that might have been part of GTA, I then reinstalled all my mods and now the game if fixed.
