you could try "ALT-O", it'll make the light's come on with the siren's and press "/" on the numpad to go through the lighting modes, Lighting mode 2 is just headlight flasher's Light mode 3 is Code 2 (Just Light's) but car's move and Lighting mode 1 is just the Lightbar flicker's, but you need to press "ALT-O" for it to work like that

If you are using ELS, try reassigning the siren key in ELS.ini; you can use the standard siren button to turn on manual, and your custom key to cycle siren modes.

dont use / on the numpad, thats LCPDFR non els lighting modes

els.ini is the file with ELS and a cog on a paper icon, change the toggle siren key line
