We have no intention of bringing LSPDFR to console as it doesn't interest us, not to mention that what is required for LSPDFR can only be done via the PC. The consoles capabilities lack what needs to be done for the mod. it's also against Sony, Microsoft and Rockstar Games' EULA to mod GTA on console.

Actually no,  I can't remember where I read it but Rockstar said they don't mind people who mod SP for GTA V on PC, they only care about the people doing MP mods or the one that mod GTAO

Strictly speaking, the GTA V EULA says:

You agree not to:

...

h. reverse engineer, decompile, disassemble, display, perform, prepare derivative works based on, or otherwise modify the Software, in whole or in part;

 

The main difference is how much they care. While R*'s EULA forbids modding (and I'm pretty sure their statements don't change that fact), they aren't currently planning on enforcing it against single-player modders under normal circumstances. Console manufacturers actively enforce no-modding rules. It's not a legal difference as much as a practical one.
