Help! How to set up Steering Wheel with GTA V??

Hi bought a Esperanza steering wheel and pedal set.... download the x360ce.exe and set up the buttons. This wheel only has a D pad, so trying to get that to work as a walking controller so I dont have to use the keyboard or other gaming pad. Problem is, no matter what I do it will not work in GTA V!
The files x360ce.exe, x360ce.ini, xinput1_3.dll, Xinput1_4.dll, are all in the main gta folder, this is after ive set up and saved the config.... what haven't I done, what am I missing?
The wheel does move and the pc recognises it, but GTA V simply does not. 
Have I got the wrong wheel? It came from Amazon. 

If you can help pls do it will be much appreciated.
