The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Why? Sheriff drive sheriff response vehicles, city cops drive city patrol vehicles. If you go to update rpf > common > dispatch meta file

You are indeed correct, there is a section in there that controls which peds spawn. :)
