Cars not spawning, causes gfx glitch

So I have double, triple checked everything. I litteraly just replaced the sheriff slot, with a BxBugs CVPI. That is the only vehicle mod I have, and it is placed in patchday14. Everything should be fine. No messing with metas, no bull. Just drag, and drop. Yet when I go to spawn the car in (through RPH console or trainer) it simply does not appear. No logs are out of ordinary. It simply is as if the car does not exist. I have tried it with different models, with replacement and addon slots. Nothing works. Not only that, but after installing a car, like mentioned above, not only does it refuse to spawn, but it messes all of the road textures up. I have no idea why this is happening. I even tried a fresh install. All I have is RPH, LSPDFR, ELS, Simple Trainer, and OpenIV and the cars. That is the only modifications. The ELS file for the new car is also in the proper folder.

 

Edit: Not only does it screw the road textures, but buildings too. It only happens after I try to spawn the vehicle in. There is no error. It just doesnt spawn.
