I'm looking to get in to LSPDFR/LCPDFR but I know NOTHING about computer Specs. I know you requested a laptop, but you should really consider a desktop computer.

 

I currently have a good gaming desktop and monitor. I spent around $400 exactly.

The only part I bought new is my GPU. 

 

It works really well, I normally play LSPDFR and battlegrounds.

That laptop does not have graphics a card, which is a huge factor for gaming.

Unfortunately, with a $400 budget I would forget about looking into laptops.  You might be able to find a desktop that will run GTA 5 on the lowest settings.

Yeah - like the other guys are saying a laptop is probably not the way to go for that budget. I did a ton of research before I bought my current desktop (which is the G313) and I can honestly tell you you're going to be hard pressed to find better "bang" for your buck.

 

This is the lowest price point I could find on something that should handle GTA V on normal/high settings:
