The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Help, I installed GTA IV and Lcpdfr but when I load in the game as nico it won't tell me to go to the police station I am using Lcpdfr 1.0d and help would be appreciated :)

Maybe better to try install the LCPD:FR mod again.

Found out what the problem is, I need to downgrade my PC version of GTA IV  to 1.0.7.0 thanks for the help anyway.
