Just curious to what the fastest everyone has seen or stopped. My fastest is 77. 

I am testing a theory that no NPC's will go over 80. So far I seem to be correct. 

I once got 71 on a 65.. look at the higher speed limited areas, it helps.

  On GSF got someone at 79 and in a pursuit got up to high 90's / 100

Yeah the fastest I had was on GSF. Which sucks that I haven't had anything over 80 because I play with where I live and the interstate is 70. So I try to pull over for 15+ and above just like I do in real life but that makes it hard on here. 

Ambient racers clocked at 98, but normal traffic I think the highest was in the 70's.

The one that is part of Albo's Traffic Police (I think?). F5 and page keys to set speed.
