Hey guys, so i'm looking for a mod that improved the non els in GTA 4, it made it to where strobes were added. I can't seem to find it, does anybody here know where it's at? 

It's ELS or nothing afaik. Nothing is the better choice.

I agree, non els is better, I'm just wondering how people are able to do this: It's at 2:30

Im not exactly sure what you mean. It looks like normal settings, its just the way the car was modded.
