The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

i hvae had this issue before on windows 7, so i have upgraded to windows 10, im still etting the same slow system and issuficiant permissions, also a scripthook error
(i have the latest version) my windows defender is off, ive tried everything.

ScripthookV hasn't been updated to the latest version so it's currently unusable until it's updated.

 

As for your RagePluginHook problem, Make sure you're running RPH as Administrator

Have you made sure your directory is called 'Grand Theft Auto V', RagePluginHook won't run correctly if it's called anything else (GTA5 for example). If that doesn't work re-download RagePluginHook and drag+drop the files into the directory (overwritten your current RPH files)

you could apply this GTA IV folder unlocking vid to your GTA V folder usually works, and it works on win 10, slight difference in procedure but not so different you cant figure it out
