I can't use Albo1125's mods for some reason

I've tried everything from putting the dll files and ini file in Plugins/LSPDFR to putting the Albo1125.Common in the main directory and it still doesnt work. Whenever I put Albo1125.Common in the main directory, I always get a message in-game that there was an error in the installation of these mods by Albo1125 or something like that. Whenever i put the Albo1125.Common in the Plugins/LSPDFR folder it does'nt give me that message but the KeyBindings don't work. This happens with the LSPDFR+, Arrest Manager and Traffic Policer mods.

 

I've looked at the Readme and the tutorial video Albo1125 made and i followed the steps, step by step but it still doesn't work.

 

All help would be appreciated.
