I just did a fresh reinstall of my game, but it is crashing at Loading and Populating Game World. It currently contains no car mods or meta edits.

Do this, it might fix your problem already or it can help you with giving us information about you issue. :P

What more can I give you? A fresh copy without mods is crashing. I literally just launched it 5 minutes before I started this thread - no changes made whatsoever.

fresh install...did you pass the prologue? or cheat into skipping? and you're using rage...with NO mods? have you tried the vanilla version of the game first?

Fresh REinstall... I hit the option to keep save data

FRESH (uninstalled every item of the game) REINSTALL (i put it back on my system), reinstall usually wipes the data before it. Again...did you attempt to launch the vanilla version of the game

YES I did, I'm not a fuckin retard 

a simple yes would have worked on the first time i asked the question and not repeating the FRESH REINSTALL part....It is possible that some where during the data save while you had mod installed saved something that the fresh game files did not like

No; I just completely deleted the game folder + reinstalled and it's still happening

did you also remove the Data in your documents folder where it saves settings and game save data?

Did not know that folder existed. I'll try that now.
