Is there a mod avaible who calms down the citizens ?

i mean less criminals and also easy people who dont run away for nothing

in some cases i do a vehicle control and some other citizens arrives and try to stole the car i control lol...

would be more realistic i find

To my knowledge, there isn't a "less criminals" mod.  There is, however, the Keep Calm mod.  It stops the AI from shitting bricks whenever shots are fired.

This mod i use already

i find the whole citizens in los santos are to 90% criminals and thats really to much i should be at 5 % to 20 % so if you make a ped/car control you would be suprised if you find a suspect with wanted ect. status

Thing is, it's GTA. :P They aren't supposed to be innocent.  Though, to be fair, I'm not sure what you mean by 90% are criminals.  Sure, maybe every other car I search has something wrong with it, but most cars have no flags, and most peds are clean.

 

What do you mean by "don't run away for nothing"?

i meant that the citizens must remain cool and dont get in panic if they here some shots or when i arrest one a little bit calmer would be nice^^

That's exactly what keep calm does... lol. Are you sure you have it installed properly? It literally makes the peds and peds in vehicles just sit there when you start shooting. I actually turned the ped panic back on because it was too strange to just have them standing in the middle of a shootout, ha.
