Help with vehicle liveries

Hello all, I downloaded the (ELS)2014 SAHP K-9 Dodge Charger V2 by Gump. Love this car, however, I want to patrol different districts instead of just Los Santos County Sheriff that the car spawns in. When I open the file it has multiple liveries in there but I cannot get them to switch. I've tried changing the livery in trainer v and it won't work. Any help would be greatly appreciated!

In the vehicles.meta add the flag: "FLAG_HAS_LIVERY" to the flags line of the vehicle you replaced.

vehicles.meta is found at: update.rpf/common/data/levels/gta5/

Okay, so I've found the file and the car within that file. I'm on the flags line and it will not allow me to type. I have edit mode turned on but when I type, nothing happens...

You have to export the vehicles.meta from openiv, edit it and then import it back into openiv.
