Out of curiosity what's wrong with using a visual mod? That's how most of us make the lights brighter / better looking. 

You'd have to modify the model itself. A user defined option on the material reading, "emissiveMultiplier". Set that to maybe, 200 with vanilla visualsettings. You'd have to find one that fits your liking.

I'm very new to this whole modding thing, and certain mods have been more of a headache than not, i.e. crashes, loss of performance, etc. so when it comes to an enhancement mod i'm weary.

You'd have to modify the model itself, as I said. You won't be able to do that unless the model is unlocked.

you don't need a visual mod like some people here claim...regardless of if you are using vanilla graphics or an enb all you need to edit is these two values....if you are more knowledgeable you can edit the intensity and the bloom settings too

its the visual settings and it will work for els or non els just go to edit then find and type in emissive bits
