The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Well, you have a carvariations entry in there for one. You also have a lot of weird edits to police vehicles.

 

Did you start over with the new vehicles.meta from the update and redo the changes? Because some old values may have changed, plus some older mods might have the older data that might not be compatible. Try doing one entry at a time when you redo so you can narrow down what causes the issue.
