The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

just try again, are you using the RAGEHook exe in your Game folder?.

to run as administrator, right click on exe, /properties/compatability tab, and check box for 'run as administrator' that's all

First off restart your computer like the error report says. Then when loading Ragepluginhook instead of double clicking it, right click it and select run as an administrator and say yes.
