The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So I've been wondering where els get there siren audio from for ex. How it uses "SIRENS_AIRHORN"  Is there a way to make it so vehicles have different sirens like CHP Cars have the CHP Siren instead of the default siren all the vehicles have

As far as I'm aware all ELS vehicles are stuck with the default police siren. There is no way to change it in any of the files. No idea why, but that's how it is.
