Weird ALT + P bug

So I have the latest patch version for GTA IV and I installed this LCPDFR mod. But for some reason whenever I press ALT+P, it does not work at all. I also run a diagnostic test and everything shows true. I was looking around the forum and it seems no one has this problem but some with Framework problems. Here are my results.
