My PostFX is on High and RadianceV was installed before. When I played today the lights were just blocks of blue doing the light pattern but didn't have light in them

Try one of or both of these.

If you don't like those, I recommend these. I use MVGA and I love it.

RadianceV is outdated and doesn't work propaly..

Yeah I noticed that after I posted. People make mistakes. It's not the end of the world.

MVGA didnt make it brighter :/

Please refer to my post, Bright Lights.  The mod is perfect and will make them brighter.

it is, and i put it on ultra to see if it made a difference but it didnt

all my lights are fine, adequate, except the 2015 Tahoe unmarked, those are dim. I tried radianceV and it made it better, then I drove by a taxi and the sign on top of it blinded me at 30billion jiggawatts, and I removed radiance and live with it. Bright lights? same thing, even says in his d/l page at top- KNOWN BUG- taxi lights. lol

so they just go in an gigantically increase brightness on all lights in the game? oooo great job!

So when Im a distance from the police car with lights on it is bright but when im next to it or close its just not bright

Change your postfx to normal, save, unpause the game.  Pause, change to high, save, unpause.  There's a bug sometimes where postfx on ultra just doesn't work.

FINALLY its fixed! I think it was something with the shader quality

Also wanted to point out, if you read the comments on Bright Lights, someone posted a way to fix it.
