I am doing a clean install of LSPDFR.

 

I made a backup of my mods folder before I reinstalled GTA. Can I just paste this into the GTA folder, and then install LSPDFR and call outs/scripts?

If you were getting a crash before you reinstalled, the issue could lie within the mods folder. You can, but I recommend not to.
