When I spawn a els enabled car the lightbar is black and i can't see the lights. any suggestions?

Either use a trainer to "Clean Vehicle" or reduce the window tint.

Set it to full black on alpha paint channel

that may or may not work,better way is to change the tint value in the vehicles.meta

in the vehicles.meta find the line that says diffusetint (for that vehicle) and replace the value with this
<diffuseTint value="0x00FFFFFF" />
