You'll want to export the textures you want to change. Then use that as your template to work off of. If you're replacing patches/badges stay to the original size as much as possible or you'll get a stretched look in game. You can use OpenIV to preview the texture on your model without having to load the game each time to test. Also keep in mind you are only modifying the texture and not the model itself. So whatever limitations the model has you're stuck with. This is one of the reasons I'm working on new police ped models. That should get you started in the right direction.

Doing new uniforms isn't a tough job if we speak about texturing. If we speak about will it look right (as Ridgerunner said, be careful for badges and patches), then it's damn hard. Here's one example, a simple sergeant patch on sleeve, nothing easier you say? It's god damn hard to find the right size and not to look stretched.

If you're replacing badges and patches, try to search for an image that has highest resolution possible. Oh ye, you'll either photoshop or GIMP to edit them.
