The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

ELS utilizes the extras of cars for the sirens.  I have never heard of ELS utilizing the extras without a VCF.  Go into your main GTA V directory, ELS folder and look in your VCF folders. See if there is a VCF XML for the models.

    Yeah, I created another topic in GTA V Support section yesterday a few minutes after creating this one because I realised I might have posted it in the wrong section. I could no longer edit it though to tell you to delete it since I had created another one in the right section. I apologise and thank you for moving it.

    I always made sure I didn't have extra VCF when I wasn't using an ELS enabled model for that VCF, so that is not the case.

    Then I have no idea why ELS would affect it.  Glad you got it figured out though.
