The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The car you're wanting to use wasn't made specifically for ELS, however, ELS does work with all cars.  You just need to edit the VCF so it doesn't utilize your extras.  Once you've done that, you're golden.

Open the XML, and look fir "Lstgactivationtype", set this to auto.  Next, look under the "EOVERRIDE" section.

 

Where it says "<Extra01> IsElsControlled="true" set all of thee to false.
