Does Rage open at all, or no?  If it doesn't even open, this indicates you either installed it incorrectly, your anti virus may be blocking it.

Adding the frameworks didn't solve anything?  Open Rage and go to "advanced settings".  Disable the option "enable counter measures against online vehicles from being removed in single player."

You really should know what your computer's anti virus is.  Is it AVG? Avast? or...?

Look on your computer for what anti virus you're using. Google "anti virus" if you genuinely have no clue what it is.

I would recommend completely reinstalling GTA 5 and watch one of Jeff Favignano's tutorials for installing LSPDFR, specifically the latest hour long tutorial as it is mostly up to date. Make sure you follow the tutorial completely the simplest mistake can ruin your game.

Before you install mods this time make a backup of the whole game folder.

 

It may be storage intensive but it's worth it when something goes wrong.
