You should consider reading the installation guides that come with the mod itself. You should also consider reading which forum section you're posting in.

I meant lcpdfr police mod not ploce mod. where can I find it ot download it for gta IV

First things first: 

 

You have to download the mod on the website, right there : 

Then, you can easily install it by selecting your GTA IV folder, and install it using the automatic installer
