Now that this mod doesn't work anymore, I was just wondering if anybody has found an alternative. Having Police scanner chatter in the background really adds to the game and I'm looking to implement it once again.

    download a file that changes the vehicle ide to allow in public service vehicles then download the wave files on this site and install them into your user music its really that simple i have hours in my folder and the radio plays from the car when your outside of it adding that much more depth to the game
