The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I installed everything from the launcher and reinstalled the rage plugin but everytime i double click on it nothing happens no crash no errors just nothing normal GTA Runs great but rage plugin does nothing

Launch GTA V normally.  Once loaded in game, alt tab out and open Rage.  Does it work then?

This would indicate it didn't properly install.  Please reinstall RAGE and make sure to follow the readme instructions to a T.

Also; make sure to add your GTAV folder to your Antivirus exceptions and make sure you have those:

    And add your GTAV folder (original files & location) to your Antivirus exceptions.
    And no, don't disable it.
