Go with 1x traffic 1x peds (GTA base). That is the one I used and it works fine.

IT WORKED!!! BUT...lol some of the lights are missing and drives a bit wierd..is it because I didn't install the vehichle meta& carv??

Yes.  You will need to change the meta and carvar now to match this vehicle.

oh ok so question, when I open the vehicle meta and searchn "policeold2" nothing comes up..should I just randomly past the new one in there or??

Policeold1 and 2 have their own meta, but I couldn't tell you where.  I've never modded over them.  Check the readme in his pack, I believe he says where to find it.  If you don't find a meta for them, then yes, go ahead and just paste a new policeold2 meta.  Carvariations for the vehicles are hard coded into the game, so you will just need to add two new carvar lines for policeold and policeold2. (if you use both).

By new lines I mean the actual text. The stuff between these tags.

Since you're using police 3, you'll want to go to mods-->update-->update-->common-->data-->levels-->GTA V and grab that vehicles.meta.

Since you're using police 3, you'll want to go to mods-->update-->update-->common-->data-->levels-->GTA V and grab that vehicles.meta.

You can go into the backup.xml (In your main GTA V directory-->LSPDFR) and change the responding units when you call in back up.  So you would add "police3" as a State Patrol backup.

Start adding/changing vehicles underneath the <Vehicles> line.  Here's a screenshot of mine:
