When playing using RDE as one of the added peds in one of the added cars (the issue may not be specific to this, but this is how I noticed it), and with GTA time and weather frozen (ditto), the RNG in Traffic Policer seems to be popping up the same results all the time. I've gotten like 6 or 7 consecutive street races across multiple game sessions (this is supposed to be low-probability), and drivers continually fail to provide a valid breath sample for the breathalyzer (unless a callout says they should be drunk). Any clue why?

This shouldn't be the case, you may not have copied over the new INI. RDE or playing as added peds doesn't affect anything. Or, you may have just gotten 'unlucky'.
