    ummm hardly anything on this site ... and most is old stuff from gta4 which i dont k now how to convert and plus i see alot of people using lightbars and things that are clearly not on this site ... or i wouldent ask

    You can get ELS on this site. Try searching Emergency Lighting System.

    clearly  you did not understand lol , im refering to modeling as in zmodeler assets and such

    Try the Resource and Assets section. Also, The lightbars you see on models are most likely locked so you won't find them on any site. ELS is quite new so you won't find that many ELS setup lightbars
