The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR crash on ForceDuty command

After that I re-load LSPD:FR and then I hit 'ForceDuty' it's work.

 

This used to happen on my old rig.  It happened because it took too long for "Forceduty" to load all your plugins and such.   There's not much you can do about this aside from removing some callouts.

 

Something else I wanted to point out, in your log, it appears one of your callout packs isn't loading properly.

That's the issue, it's not saying which one.  One of them is nothing but "????????".  So no clue.
