The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Looking at that screenshot, the only files in there that should be there are the LSPDFR folder and the 2 LSPD First Response plugin files. The rest shouldn't be there. Reinstall those following the instructions in the readme files that came with the plugins.
