Oh yes. The gods have granted me telepathic powers and I totally don't need you to tell me things like, oh I don't know, what version you're on, any recent modifications you've installed, whether RAGE plugin hook is displaying the error, whether it's a pop-up message, at what point in the launch process does the error appear, and so on.

 

We're all here to help, but "error: insuficient permissions or bad antivirus" is pretty much useless without some more info dude. You might be lucky and someone might know the solution, but I highly doubt it given the lack of information.

 

Basing on what you said, I'd suggest disabling any antivirus programs for the moment (or "whitelist" the application itself in the antivirus program), or trying to launch with elevated privileges. Such as administrator mode.
