The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Assuming you are talking about police vehicles:

You could install Realism Dispatch Enhanced. It's my go-to mod for both vehicle and ped models, and everything else that comes with it is awesome, too. On top of that it includes custom configurations that include the new peds and vehicles for LSPDFR's backup.xml and the configuration file for arrest manager (and I think custom backup, too).
