The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

if you have installed ELS correctly and are having issue's with it in game. i may have a fix for you. basically i was having the same issue when  recently uninstalled GTA  and reinstalled the game again.  i know i did everything right the first time so i did not understand why i was having an issue with the lights coming on in game. Go to your ragehook settings and change your plugin settings to LOAD ALL PLUGINS i guarantee that should fix any issues your having.  if you dont know how to change it. click on ragehook and wait for the window to pop where its hooks GTA and click on the settings button right next to the red X symbol to cancel the hook. it worked for me i hope it works for you , took me a few hours before i figured it out because everyone else's information didn't help me.
