The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Using MVGA and Radiance V,  When it reaches night time there's a bunch of particles from one side to the other, Like I can see all the moving cars and lights in through everything with buildings still there. They aren't invisible either.

look on the MVGA page and in the file. on one of those it should tell you how to get rid of motion blur. I don't know if this is the problem, but I would try it since you can just auto install it again if this isn't the problem.
