The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Game crashes during loading, when it shows the yellow Rockstar logo. I tried verifying the integrity of the game's cache. No modded vehicles, .meta files, except for LSPDFR, and updated plugins. ELS is also installed. Here's a pastebin of the crash.

Saw another thread with similar issues, the person has to completely reinstall the game. Worth a shot if you don't mind doing it.

Had the same issue.  Get rid of dsound.dll, that will cure your crashing.
