If you don't use sirenmastery then you do it the same way as with the stock game. ELS uses in-game sound strings to decide which tone is going to be associated with which sound string (and thus which siren/horn). Essentially you extract the vehicle sounds from resident.rpf using OpenIV, then you replace the sounds you want, and re-import it again using OpenIV.

 

However, and this took me a while to figure out, so hopefully it helps a few people later:

 

You cannot increase the size of the sound bank (vehicles.oaw) above 15.7MB (I am unsure of the exact size in bytes). One sound I found you can remove (thanks to a siren back I downloaded) is the "Fail" horn from GTA multiplayer. I replaced that my a blank sound, and gained a few kilobytes that way. This is documented somewhere in the readme of a siren pack download but it took me a while to google for some reason.

 

If your sound bank is too large, some sounds like the car door opening may not play. More siren authors should document this in their READMEs!

 

You can also drag and drop pre-made vehicles.oac and vehicles/ directories from siren downloads but I wasn't sure if doing it that way would leave my game working properly especially with older siren packs that may not have the same sounds as the game expects. So I did it manually. It's pretty easy.
