Hi I was recently watching a California Highway Patrol episode from a YouTuber Polecat324, In the video he mentions how he has all of the California Highway Patrol Mega Pack installed with Captain14's FBI, SHERIFF, LSPD packs.

 

From my understanding Polecat324 said that he had Captain14's pack as the primary (like the normal slots) but had California Highway Patrol Mega Pack installed as well? does anyone know how this can be done if so can you please help me..
