The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hello,  I'm kind of new to the modding thing but I'm REALLY enjoying LCPD FR.  My issue is that when you press the horn (e key) to activate the lights and siren, it also brings up the "look up" screen to run names and license plates.   Is there a line some place to modify that?

    Remap the horn key. A good option is G, which is where it used to be in previous GTA's. I don't think it's in use for anything else either for this reason, as most people remap it to G.
