I went to install LCPDFR, hit browse and put it into the GTA 4 root folder and clicked install and it came up with this:

Yes, OP, you should have done at least a quick search of the forums and looked at some stickies to find out that this is a very frequent issue. There are even videos of solutions to this posted for your pleasure and convenience in those said stickies. If your issue is different from that, then you should have also followed another sticky and posted a diagnostics report using G17 Media's diagnostic tool.

So I take it that you have also read the stickies, which say to make sure that, besides running the installer as administrator, your game's root directory isn't marked as "read-only." To check for this, go to your game's install folder, right-click it, and look at the "Attributes" section near the bottom. Make sure that "read-only" is unchecked. After that, right-click on the installer program, click on "Properties" in the drop-down menu, go to the "Compatibility" tab, and then check "Run program as Administrator" near the bottom. Be sure to also apply the same "Run as Admin" settings to LaunchGTAIV.exe for the mod to work.

also with the unlocking of the folders? as well as just unchecking taser where I state it bout 12 times else where
