The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

you're being pretty vague here. why and how are we supposed to help? did it cause the game to crash? is it stuck on loading screen? did ponies fly at you?
