The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

so just general question out of curiosity why does nobody optimize vehicles that can overwrite these two vehicles i have managed to overwrite them with random vehicles for police dutys previously and had no issues once carvar. and vehicles files were overwritten so just curious as to why were not making vehicles to get rid of those 2 ugly things theres a modded vehicle for any other slot any insight is appreciated

Because they don't spawn on their own, so it's pretty much like add-on cars, you've to spawn them yourself. It's good if you need more police slots for your own use, but all in all, it doesn't add any flavor to the game :)

You could add these models to backup.xml just like any other addon cars I suppose.
