The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I was running patch 791 with Hook 45. It was working very well.

 

From my experience, the problem lies when you leave in old files and just replace over certain ones like RPH.  It's highly advised to keep a backup/clean install of GTA V to use when the game updates.  Remove all your plugins (move to a folder outside the directory), try again.  If still nothing, remove anything else that was in the game prior to the update.

Does this happen with the game by itself? As in, just launching vanilla GTAV. If that's the case, I would try verifying your install files through steam:

 

1. From the Library section, right-click on the game and select Properties from the menu.

2. Select the Local files tab and click the Verify integrity of game cache... button.

 

Steam will verify the game's files - this process may take several minutes.

 

Make sure any ASI files you have are deleted or removed from the games folder (look through your folder and see if you have any).

To expand, remove the mods folder when you verify integrity.  Steam will erase over files in the mod folder.  You can put the mod folder back in after.

 

Unless you have no files you wouldn't mind losing.

The problem is now fixed apparently.

It seems that the update came with some sort of recommended settings for graphics or something that led my computer to believe it should try and run it on the integrated graphics card which is not capable enough for the game.

So forcing it to use the real graphics card fixed it.
