The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Getting two menus when trying to talk to suspects.

When I preform traffic stops, I get the main UI menu when I push E to talk to a suspect, but I also get another menu to the right of that that is a different style that is light blue. I would like to know what addon causes it and how to get rid of it.

I'm fairly certain you're on about the PoliceRadio feature.

Slightly transparent blue box with text in it, floats over to the right hand side, not attached to anything in particular (like the top left corner menu's which are blue and black).

Only appears during a traffic stop.

 

I think there might be an option in the config file for it, but if there isn't you'll just have to make do or remove PoliceRadio.

    You are correct on both accounts.  He is referring to Police Radio, and there is an option in the ini to disable the traffic stop window. :)
