You're going to have to be a bit more specific.  What lights?  The lightbar?

The lightbar, I've tried radiance v it still hasn't changed.

What are you trying to do, exactly?  Change the pattern?  or make the lightbar all blue?

Turn your PostFX setting to high or ultra.  This helps significantly with making the lights brighter.  However, note a few things.things.

1) PostFX can really kill frames depending on your hardware.  It's advisable to just set it on high.

2) Some cars naturally don't have bright lights, and PostFX nor Radiance will fix this.

3) RadianceV does help, but the PostFX need to be high or ultra.

Finally, it's hard to tell, but does that car have a red/blue pattern on the lightbar, or blue/blue?  If it's blue/blue, then it may look much better once your settings are up.

Even though I miss my extra 10 frames, better lights are worth the loss.  I mean, just look. (Just some examples. :P)

You're welcome.
